Even if most of the restrictions due to the pandemic are lifted by now, there are still many researchers and students who cannot travel to traditional conferences, because of visa issues, travel problems, or financial difficulties. Therefore, the IEEE Communications Society decided to launch a new, fully virtual conference series, titled IEEE Virtual Conference on Communications (IEEE VCC), gathering researchers from academia and industry who are unable to travel but wish to present their recent scientific results and engage in conducive interactive discussions with fellow researchers working in their fields. 

Technical papers should be at most 6 pages long, using the standard IEEE double-column format, and should be submitted via EDAS. All the accepted papers will have to be presented at the conference via pre-recorded talks and live Q&A sessions to be included in the conference proceedings that will be published in IEEE Xplore. Besides the technical papers, the conference will feature a rich program that includes keynote talks, panel discussions, and tutorials involving well-known experts from industry and academia. As one of the main goals of this format is to support researchers from low-income countries who cannot afford expensive conference travels, registration fees will be reduced to significantly lower rates than for traditional in-person conferences. IEEE VCC 2023 solicits original technical paper submissions on the hottest topics in communications and networking, including but not limited to the following areas:
